The open framework agreement is being procured in accordance with Section 15 of the Procurement Act 2023. It relates to a Light Touch Contract as defined under Section 9 of the Procurement Act 2023 and governed by the Procurement (Wales) Regulations 2024. The Council is awarding a framework, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.
