The proposed approach is the first of its kind at any significant scale. The RaS pilot involves a model to test and develop the principles as part of a prototype to reduce carbon emissions at scale across our housing stock while providing lower energy costs for residents. This initial preparatory work under the direct award will provide the Council with the necessary documentation to allow pre-purchasing material (such as solar panels, inverters, and batteries) to to mitigate future retail price increases and meet grant funder requirements.",

This is considered to be required firstly because of the novel pilot nature of the prototype project and secondly because of the urgent nature of the work (given the need to comply with grant conditions).Given the pilot nature of the RaS project it is considered that the proposed contract award to Sero is covered by Section 41.
