            "features": "The Authority intends to procure the Phase 1 and Phase 3 infrastructure works for the Wayside Urban Village development using a Competitive Flexible Procedure in accordance with the Procurement Act 2023. The procedure will comprise the following stages: A Selection Stage (PSQ) to assess supplier suitability, capability, and financial standing, following which up to four suppliers will be shortlisted. A Negotiation Stage, during which the shortlisted suppliers will be invited to submit initial proposals and engage in structured negotiation with the Authority to refine technical, commercial, and programme solutions. A Final Tender Stage, at which all shortlisted suppliers will be invited to submit final tenders. No further shortlisting will take place after the PSQ stage. The contract will be awarded to the supplier submitting the Most Advantageous Tender, based on the published award criteria. All stages of the procedure will be conducted transparently and in accordance with the principles of equal treatment and non-discrimination under the Procurement Act 2023."
