        "description": "Sandwell Metropolitan Borough Council invites tenders for the provision of a highly responsive Wrap Around Service. The Council, in partnership with health colleagues, is committed to providing a short-term Wrap Around Service to people who require urgent care in their own home. This service is designed to support individuals to remain independent and avoid unnecessary entry into the formal care system. This is not a standard domiciliary care contract. The service requires providers to deliver care workers to people's homes within one hour of contact, 24/7, including for extended periods (e.g., day or night sits of up to 12 hours at a time). The aim is to promote a Home First ethos, prevent community crisis, and enable assessment of needs for up to 72 hours. Experience in being able to deal with situations where individuals present with challenging behaviour is a requirement of this contract. Key Requirements * Rapid Response: Providers must demonstrate the ability to deploy care workers within one hour of referral, at any time of day or night, including weekends and bank holidays. * Extended Sits: The service may require day and/or night sits of up to 12 hours at a time, for up to 72 hours per episode. * Crisis Prevention: The service is intended to prevent hospital admissions and support people to remain at home while longer-term needs are assessed. * Not Standard Domiciliary Care: Bidders offering only routine domiciliary care will not be considered. Tender Value The total cost is estimated to be PS244,478.21 per year, subject to referral volumes and any potential uplift in care costs. The hourly rate is paid at the Council's standard rate of Supported Living services in any given year, there are no enhancements for night sits or for weekends or bank holidays. Important Notice Providers who submit generic bids for standard domiciliary care, or who cannot evidence the required rapid-response capability, will be evaluated on that basis. This service is for organisations with the capability, capacity, and experience to deliver urgent, flexible, and extended care in the community. Lots were considered as part of this procurement, however to ensure adequate coverage and the service security and resilience throughout the contract life it was determined that was not the most appropriate mechanism. Whilst formal lots have not been applied, the intention is to award multiple contracts to cover the geographical areas within the borough which will allow for smaller organisations to apply whilst maintaining service resilience.             "features": "This procurement is being conducted under the Competitive Flexible Procedure, and the most advantageous tender will be identified by a five-stage process. Procurement Specific Questionnaire: Participants must submit a completed Procurement Specific Questionnaire (PSQ) with their tender. Stage one (Completeness check): A complete tender submission is one which has been received by the Council, is substantially complete and complies substantially with the requirements of this ITT. Clarification and further information may be sought from Participants in order to determine if a tender is complete. The Council may exclude at this stage any tender that is not complete and will reject any tender which is submitted late. Stage two (Exclusion of excluded and excludable suppliers): The Council will exclude any supplier that is an Excluded Supplier, or an Excludable Supplier based on its response to the PSQ. The Council will identify Excludable Suppliers based on the discretionary exclusion grounds identified in the documentation. Participants must also upload core supplier information to the Central Digital Platform and confirm to the Council that they have done so and shared it with the Council via the Central Digital Platform. Stage three (Application of Conditions of Participation): The Council will check that each tender satisfies the conditions of participation set out in this ITT on the basis of the PSQ returned by the Participant. Clarification and further information may be sought from Participants. The Council may exclude at this stage any tender that does not satisfy the conditions of participation set out in the documentation. Participants must also upload core supplier information to the Central Digital Platform and confirm to the Council that they have done so. Stage four (Evaluation and Selection of Most Advantageous Tender): Tenders that are compliant and meet the participation conditions will proceed to evaluation in accordance with the criteria outlined in the documentation. The 12 highest scoring bidders will be invited to participate in a scored interview via MS Teams. Formal notification will be issued to all bidders via the InTend Portal confirming whether they have or have not been successful in progressing to the interview stage. Bidders that are not selected to progress will be notified in writing 'Notification of Elimination' and provided with proportionate feedback relating to their own submission. The Council will endeavour to provide successful bidders with at least one weeks' notice of the interview date and time. Bidders will be required to confirm their attendance and provide the names, email addresses and roles of the representatives who will participate. A maximum of three representatives may attend the interview. The Council's preference is for at least one representative to be an Operational Manager. Stage five (Interviews): Each interview will have 45 minutes strictly allocated. There will be 6 questions which will be scored upon the responses given and based on the evaluation methodology outlined in the documentation. Interviews will be recorded for audit trail for the potential inclusion in the contract of successful organisation(s). Stage six (Evaluate Interviews and Aggregate final total scores): Following the interviews, responses to the questions will be scored individually by the evaluation panel and then moderated collectively to reach a final score for each question. The final score for each question will then be aggregated and an overall percentage determined. This will then be combined with the total score for the quality questions (Stage 4) to give a final overall score which will determine the Most Advantageous Tenders (MAT). Dependent upon the number of successful bidders (up to a maximum of 8) contracts will be awarded in ranked order."
