A single supplier direct award justification is relied upon under para 6 of schedule 5 of the Procurement Act 2023. For the reasons set out above, due to an absence of competition for technical reasons only Pendragon can supply the service and there are no reasonable alternatives to those services. There is considered to be a low risk of a successful challenge and given the market there is also a low risk of any such challenge in fact materialising.",
