For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.<br/><br/>The respiratory service has been operating without the core workforce required to deliver safe and timely services, especially during winter pressures. Despite multiple recruitment campaigns in Aug/Sep/Oct 2025, no vacancies were filled. As a result, the service has continued to function with critically reduced capacity and backlogs have continued to build and also impact other parts of the respiratory service.<br/><br/>The award decision was made by the Trust Executives and Group Chief Finance Officer on 14/11/2025 and approved by the ICB.<br/><br/>No conflicts of interest were identified.",
