A competitive process would result in unnecessary duplication, increased cost, and delay when building on prior prototype work. Continuity is required to ensure compatibility and quality. A competitive process is not appropriate due to the need for continuity, specialised knowledge, efficiency, and risk mitigation. The proposed supplier developed the original prototypes and is uniquely positioned to advance them without re-work or delay.",
