    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 31st March 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Peterborough City Council based its decision on the five mandatory PSR key criteria, assigning the highest relative importance- Criteria 1 - 70%-to quality and innovation. This weighting reflects the specialist nature of the service with quality being a very important consideration. The provider has developed a bespoke, accredited intervention that's works well in both a housing support and drug and alcohol context. There is strong evidence of high-quality outcomes, including 43 accepted referrals, high engagement, 27 completed modules, and significant improvements in housing stability and wellbeing. There is also evidence of progression into volunteering, training, and increased independence further evidences a holistic, person-centred approach. Overall, the data showcases a preventative, outcomes-driven model that strengthens resilience, promotes stability, and delivers meaningful, measurable improvements for people with complex needs. Criteria 2 - 15% Value. This is the 2nd most important aspect reflecting the importance cost to public purse and value for money considerations. For the investment in the contract a good number of outcomes have been achieved with prevention of 37 tenancies being lost, 16 sustained at 6 months and 20 having risk levels reduced. With 95% engagement at referral and 81% retention, the model delivers consistent, measurable impact. A forthcoming value-for-money exercise will further benchmark costs, outcomes, quality, innovation, and impact to ensure the service continues to deliver the strongest return on investment. Criteria 3 - 5% integration collaboration and achieving service sustainability. This is an essential criterion but was given a 5% due to the greater overall importance of the criteria 1 and 2. The service has strengthened integration and long-term sustainability by building effective pathways and collaborative partnerships across drug and alcohol treatment, housing services, and the local authority. Close working with CGL enables smooth transition for individuals ready for structured treatment, while collaboration with the Housing Team and Peterborough City Council ensures coordinated responses for those in temporary or unstable housing. This joint approach has delivered strong outcomes, including moves into adequate housing, reduced acute risk, sustained tenancies, and positive move-on options. These integrated practices demonstrate a cohesive, multi-agency model that enhances service impact and supports long-term sustainability Criteria 4 - 5% Reducing inequalities. This is an essential criterion but was given a 5% due to the greater overall importance of the criteria 1 and 2. The service improves access by supporting individuals to engage with primary and secondary healthcare, ensuring they can attend essential appointments and receive timely treatment. By reducing homelessness risk, improving financial stability, and strengthening mental wellbeing, it tackles major contributors to health inequalities faced by people with complex disadvantage. Crisis intervention is reduced through proactive, personalised support, while meaningful-activity engagement and tailored pathways promote autonomy and informed choice. By enhancing stability, resilience, and independence, the service helps narrow the gap in health outcomes between vulnerable individuals and the wider population, ensuring equitable access and greater control over their support journey. Criteria 4 - 5% Social value . This is an essential criteria but was given a 5% due to the greater overall importance of the criteria 1 and 2. There is a strong evidence basis for social value in respect of the HAP service. Home Group has independently verified social value evidence through HACT, the UK's leading social value measurement body for housing .HACT published a Social Value Case Study on Home Group (2024) explaining how Home Group uses the HACT Social Value Tool to evidence its impact across housing, health, and community interventions. The case study emphasises that Home Group delivers measurable improvements in wellbeing, confidence, stability, and independence across its services. Commissioners can see these elements of social value locally and are planning to explore this further this year via more detailed evaluation of the project.",
