These elements will be evaluated against the following weighted criteria: * Quality - Response to Tender, including social value: 25% * Pricing: 45% Following this initial assessment, the highest-ranking Tenderer or Tenderers, with a minimum of 1 and a maximum of 4, will be invited to proceed to the presentation stage. This stage carries a weighting of 30% and is intended to validate and further assess the Tenderers' proposed delivery model, mobilisation approach, and alignment with the Contracting Authority's objectives. The final contract award will be made to the Tenderer achieving the highest combined score across all evaluated stages, expressed as a total out of 100%. The Contracting Authority retains discretion throughout the process.
