    "description": "This procurement is being undertaken in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. The Contracting Authority has applied Direct Award Process C on the basis that the existing provider is currently delivering the service to a satisfactory standard and there are no material changes to the scope, specification, or terms and conditions of the contract. The Contracting Authority has assessed the existing provider against the key criteria set out in the Provider Selection Regime, including quality and innovation, value for money, integration, collaboration, and service sustainability. The assessment confirmed that the provider continues to meet the requirements and is capable of delivering the service effectively. The existing provider is delivering the current contract to a satisfactory standard and is expected to continue to deliver the proposed contract to an appropriate standard. The decision to award without competition is supported by the need to ensure continuity of care for patients requiring lymphedema and complex wound care services, where disruption could negatively impact patient outcomes. No conflicts of interest have been identified in relation to this decision. This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. Each of the five key criteria was reviewed and scored against current service delivery and potential service development. The provider was assessed on both scored and pass/fail criteria and met all requirements. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the decision makers by Tuesday 28th April 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
