The Oracle Enterprise Licence Agreement is deeply embedded within Network Rail's existing IT architecture and underpins a wide range of live business-critical systems. Oracle's software is proprietary, and the licences form part of a long-established enterprise agreement. Replacement would require extensive and costly re-engineering, data migration, recertification, and retraining, resulting in disproportionate cost, operational risk, and service disruption relative to the value of the renewal.
