A complete rewrite of the control software will enable Pirbright to safely understand, operate, and maintain the incinerator going forward. The incinerator is a critical component of the building, particularly as it operates across the containment barrier. Ensuring the incinerator is fully functional and capable of reliable automatic operation is therefore a key priority. On this basis, Luhrfilter is considered the most appropriate contractor to undertake the required works. Luhrfilter has developed extensive knowledge and system-specific knowledge of the Brooksby incinerator through its involvement in Phase 1 (Investigation and Testing) and Phase 2 (Commissioning Works and Documentation Update). This includes a detailed understanding of the system architecture, control philosophy, and operational constraints. This knowledge is not readily transferable without significant time, cost, and risk. It is therefore critically important to retain this expertise for the software rewrite and final commissioning activities. Engaging an alternative supplier would introduce significant risks, including duplication of investigative work as any new contractor would require substantial time/cost to familiarise themselves with the system and revalidation activities. In contrast, Luhrfilter's existing in-depth knowledge ensures continuity of service, reduces delivery risk, and supports an efficient programme. In addition, Luhrfilter has a proven track record in delivering comparable incinerator systems, including four previous phases of successful works on the ISO11 incinerator since 2015. They therefore have demonstrable expertise in high-risk and high-containment environments, including a strong understanding of bio-containment requirements, operational protocols, and SAPO4 licensing and associated compliance standards.
