The estimate made was PS3,360,000, which was based on historic spend of previous similar contracts. However, to date under this contract we have actually now spent PS4,068,616.45 (as at Jan 2026). Having analysed this spend to some degree, the contract has been used to progress smaller packages of maintenance at our buildings for a number of abnormal purposes over the last few years, which included spend related to COVID, amongst others. The Council is taking up one additional year of the possible 2 years of contract extension which is expected to be an additional sum of PS800,000. This makes the total expected lifetime value as being in the region of PS4,868,616.45 which is a total increase of 44.89% of the original whole life cost expectation. The Council is relying on Regulation 72(1b and c) of the PCR2015. The modification does not alter the overall nature of the contract, is within scope and the increase in price does not exceed 50% of the value of the original contract.",
