    "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 10/06/26. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. Decision makers: Kerry Jones (Head Provider Representative) Head of Integrated Care - Primary Care Networks (West Norfolk). Dinah Sackey - Assistant Director for Contract Performance, Corporate. Lisa Galbraith - Deputy Head of Procurement. Victoria Richardson - Procurement and Contracts Officer. There are no declared conflicts or potential conflicts of interest. The provider has excelled at meeting the two most important key criteria. The most important key criteria were identified as Number 4 - Improving access, reducing health inequalities and facilitating choice and Number 3 - Integration, collaboration and service sustainability. For criterion 4 - This is the most importance criteria in relation to this service as services will be provided at 49 clinics throughout the year, ensuring access for those who need it outside of normal working hours. Weekend and evening appointments help tackle health inequalities by providing essential flexibility for hourly workers and those who cannot take time off during the standard work week. However, they are not a standalone fix; they are most effective when combined with targeted community outreach and translation services to reach those facing broader barriers. People in low-wage hourly jobs or precarious employment often risk losing income or their jobs if they take weekday time off for medical care. Those with primary caregiving responsibilities may find it impossible to attend appointments during standard school or nursery hours. There is also the ability to reduce missed appointment rates which are higher in more deprived areas. For criterion 3 - This is the second most important key criteria for this service. King's Lynn PCN are assisting in the provision of a weekend clinic for non-housebound patients who attend the GP practice on weekday's and require ongoing clinical care at the weekend. Regular wound care is essential and the lack of provision can lead to serious complications. Some of the key benefits of this service are: Infection Prevention: Consistent cleaning and dressing changes remove bacteria and debris before they can multiply and cause an infection. Optimal Healing Environment: Wounds heal faster and better when kept in a moist, warm environment rather than drying out and scabbing heavily. Minimized Scarring: Proper hydration and protection of the new tissue can significantly reduce the visibility and thickness of scars. Complication Mitigation: Frequent monitoring allows you to catch early warning signs (such as spreading redness, heat, or foul odours) before they escalate into chronic wounds or systemic issues. This provider is best placed to deliver the service required in the local area. They are integrated with the GP surgery and have collaboration with the Kings Lynn hub which allows for co-morbidities and complications to be referred quickly and smoothly across the system, ensuring patients receive the right care, at the right time from the right professional. The importance of holistic care and ensuring co-morbidities are identified and referred correctly is a key quality driver here and the use of the hub in Kings Lynn is a huge benefit to the patients of this service. Improving health outcomes across the population is a key driver for the service and regular reporting on these statistics is made available. They understand the local demographics and have a central hub to ensure all practitioners can reach out and get support should the patient present with further concerns. In addition the reduction of health inequalities and choice is met by ensuring that we have weekend availability for this service, as described many potential people who could be disadvantaged are given more choice on when to access the care they need.",
