A comprehensive evaluation process will be followed to determine the Most Advantageous Tender (MAT) submission from this ITN process, evaluating submissions against categories and weightings included within the ITN documentation. Following evaluation of all Bidder's submissions, the negotiation stage will commence, which aims to refine the terms and conditions, ensure that the Technical responses align with the ITN requirements and provide an opportunity to enhance commercial propositions ensuring the contract meets both parties' expectations. All Bidders who were involved in the Negotiation process will be invited to submit a Best and Final Offer (BAFO) for the Pricing element only, incorporating any negotiated changes. Following the ranking of BAFO responses, LNER will select the Preferred Bidder based on the highest combined evaluation score.
