                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The impact of Covid-19 has been to cause delays to projects under the framework, including funding reviews, with the result that the pipeline of work anticipated to be delivered under the framework has been considerably delayed. As part of the economic recovery from Covid-19, the contracting authorities now need to press ahead with the envisaged pipeline of work under the framework agreement but there is likely to be insufficient time to award this work within the current framework agreement's duration. The impact of Covid-19 on the contracting authority's procurement resources, including being forced to concentrate on other priorities, also means that this framework agreement cannot be re-procured prior to its expiry. Therefore the duration of the framework agreement needs to be extended by 12 months. The value of this change is estimated at 25% of the original estimated value based on the fact that the duration of the framework will be extended by 25%."
