The commission will include site surveys to assess elemental condition, performance and lifespan, to form a high-level investment grade proposal on a building-by-building level on how to achieve a phased (elemental), value for money low carbon solution in line with PAS 2038 requirements. An assessment of carbon saved and how close to Net Zero any proposal can be made maintaining value for money will be required.",
