The thinking behind this is explained in the Procurement Policy Document (Document No 1b). Also attached are details of the Phases with timings (Document No 2c). The detailed drawings (Document No 2) and Tender Schedule listed in the Tender Instructions (Document No 1) for the Repairs and Renewal Phase are the basis for the Phase 1 Tender.",
