These sections will be assessed using pass/fail criteria.FAILING A SINGLE SECTION WILL MEAN THAT A TENDER WILL NOT BE CONSIDERED FURTHER AND WILL BE REJECTED. Technical and Commercial Questionnaires The Council will evaluate responses for all Tenders who have successfully passed the Qualification Questionnaire. Responses will be evaluated on the basis of the most economically advantageous offer by an evaluation panel representing a range of Council stakeholders using a balance of : 30% Technical (Quality) and 70% Commercial (Price).",
