        "description": "Neath Port Talbot County Borough Council (the \"Council\") is seeking a suitable organisation (the \"Operator\") to lease and manage the soon to be refurbished Grade II listed, former Neath Library, situated at Victoria Gardens, Neath SA11 3BA.The building is to be renovated within the parameters of its Listed Building status, for use as a 'Creative Industries Hub'.
