Regulation 32(2)(b)(ii) of the PCR allows contracting authorities to award a public contract by a negotiated procedure without prior publication on the grounds that no other supplier is available for technical reasons and where no reasonable substitute exists. The contract is being awarded via an appointed insurance broker. Having researched the market and received expert advice, Cartrefi Conwy acknowledges that current market conditions remain volatile. Due to the current claims history and the project work being undertaken to address this, along with scope of insurance coverage required, Cartrefi Conwy believes the incumbent provider is the only one reasonably available to meet these needs for the required period. Cartrefi Conwy plans to initiate a replacement process within the next 12 months.",
