    "description": "This was for the procurement of R&D services and is, accordingly, exempt from the requirements of The Public Contracts (Scotland) Regulations 2015. This Notice is, therefore, published in the OJEU on a voluntary basis. Contracts awarded are subject to the law of Scotland. WES reserves the right to assign all or part of any contracts resulting from this process. Successful entities will be required to enter into the contractual documents and licence arrangements specified in the accompanying documents. Successful bidders which satisfy the stage gate criteria can apply for further funding to progress to the next development stage.
