            "reductionCriteria": "It is a requirement of this contract that Bidders meet the following minimum requirements: Be registered with the Care Inspectorate as a Care at Home Service for Adults. Where a bidder is also able to provide housing support or services for children they must also have the appropriate registration with the Care Inspectorate. Current Care Inspectorate registration for the Care at Home service at minimum of Grade 3 for Quality of Care and Support, Quality of Staffing and Quality of Management and Leadership themes. All personnel who will be employed and volunteers used to deliver this contract to be PVG registered. Relevant staff will be SSSC registered. Pass the East Lothian Council financial standing assessment, have relevant policies in place, meet the insurance requirements for the contract, and have adequate procedures with regard to Health and Safety, Quality Management and Business Continuity."
