                "description": "Evaluation of the tender documents will be as follows: Stage 1: Prequalification Submission and assessment of Pre-qualification Questionnaires will identify a shortlist of contractors who pass the thresholds. Stage 2: Tender Quality For those who pass the pre-qualification thresholds, Tender Quality Questionnaires will be scored in accordance with the marks stated in the TQQ. The quality score will only be used for price/ quality evaluation after the priced tenders are opened. Stage 3: Priced Tenders For those who pass the pre-qualification thresholds, the priced Contract and Tender Document submitted will be checked and corrected where necessary. The [corrected] contract sum will be used for price/ quality evaluation. Stage 4: Price/ Quality The tender will comprise the Contract Sum at Schedule 2 and the quality score from the Tender Quality Questionnaire. The criteria for scoring will be to reach a total percentage score as follows: Price (tender)- deducting 1% from 100 for every percentage point each tender is in excess of the lowest tender, prior to weighting. Quality- in accordance with the criteria and marks stated in the TQQ, converted to a percentage prior to weighting. Price/ Quality percentage scores will evaluated on a 40% tender price/ 60% tender quality basis to determine the total score and the preferred candidate contractor. The highest scoring candidate may be recommended for acceptance as the preferred contractor.",
