These stages are detailed in full within the approved PRINCE2 Project management Reports which are provided within Appendix A (Project Management System) of the Works Information. It is highlighted that notwithstanding that these nine stages comprise the Contract that progress through the stages will depend on: (i) available funding; and (ii) necessary approvals being obtained from the Project Board for the commencement of each individual stage after a stage-gate review. The Council therefore reserves the right to terminate the appointment of the Consultant at any stage without penalty.. Economic Operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.",
