                "description": "Background Highland Hospice has identified a lack of flexible and responsive social care to be a barrier to supporting people with palliative care needs at home. This issue is universal across Highland but is particularly challenging outside of the Inverness and Inner Moray Firth area. This is a position recognised by service commissioners and providers. Highland Home Carers have been at the forefront of developing a model of supporting community organisations to recruit and deploy social carers to meet local needs. This is referred to as the Boleskine model. Highland Home Carers believe this model could be spread to other communities but have limited capacity to do this. Highland Hospice is particularly interested in exploring the potential for supporting this model in other communities. In supporting communities to provide for social care needs, Highland Hospice recognises that this cannot be restricted to palliative care. This would not be viable especially in more rural areas with smaller populations. However, by ensuring there is good provision for all home care needs in a community we will ensure availability is also there for those with palliative care needs. As well as the community supporting model there may also be the opportunity to deliver services directly to people through the Self Directed Support (SDS) direct funding option (http://www.selfdirectedsupportscotland.org.uk/self-directed-support) or private funding - see St. Christopher's Hospice personal care model as an example - http://www.stchristophers.org.uk/personalcare Project Objectives 1. Assess the feasibility of a financial model for the development of a self-sustaining home care delivery arm of the Hospice utilising SDS and other potential sources of income. 2. Carry out an options appraisal for an organisational entity / structure to enable registration with the Care Inspectorate and which would provide appropriate governance structures. Consider ways of working collaboratively with others. 3. Provide a needs assessment / demand from community organisations with the potential to develop Boleskine type model. Purpose of this Contract At the end of this contract Highland Hospice wish to have a clear plan for the development of an organisation that will add value to social care provision across the Highlands. For each of the project objectives the following outputs are expected: 1. Assess the feasibility of a financial model for the development of a self-sustaining home care delivery arm of the Hospice utilising SDS and other potential sources of income. - An assessment of SDS funding and report of discussions with service commissioner (NHS Highland) and others (e.g. Scottish Government) on the availability / sustainability of this funding stream. - Development of an income / expenditure model to demonstrate feasibility. - Market research report providing assessment of demand through SDS route and other potential income streams. - Market research report identifying the existing and forecast demand for privately purchased home care. 2. Options appraisal for organisational entity / structure to enable registration with Care Inspectorate. Consider ways of working collaboratively with others. - Consideration of options for a company within the umbrella of Highland Hospice. - Assessment of legal and governance structures. - Proposal(s) for effective staffing structure. - Identification of training and development needs of staff and how these may be delivered. - Draft job description and person specification for individual to lead this development. 3. Provide a needs assessment / demand from community organisations with the potential to develop Boleskine type model. - Assessment of the potential to replicate the Boleskine model in communities across Highland. This will require working with Highland Home Carers, Highland Third Sector Interface and direct contact with a small number of community organisations across the Highlands.",
