    "description": "The Authority considers that the use of the negotiated procedure without prior publication of a contract notice in terms of Regulations 33(1)(b) of the Public Contracts (Scotland) Regulations 2015 is justified in the circumstances below: The Authority and the Health & Social Care Partnership is in the process of reviewing the future requirements of all it's Health and Social Care Services, which includes capacity planning. During this period the highest priority is continuation of the service delivery to this vulnerable patient group. Therefore until the Health & Social Care Plan has been finalised and fully implemented and to avoid a disproportionate impact on current health care provision it is essential that the existing arrangements relating to service provision continues.
