        "procurementMethodRationale": "The source code of the software has been written and developed by a particular developer but remains property of NHS Lanarkshire. To date, repeated attempts to expose the support and maintenance of this software to competition have resulted in only single bids from the original software developer only. Market feedback indicates that this is due to the time, effort and costs associated to understand the source code to determine whether it would be desirable to offer a support and maintenance service due to the bespoke nature of the software and underlying source code and functionality for a relatively short term contract duration. Our intention with this notice is to directly award a 12 month support arrangement to the incumbent and in the ensuing 12 months, to prepare a tender for a long term support and development contract in the hope that a higher value, longer term commitment contract may stimulate competition.",
