    "description": "Contract was novated from Kodak Limited to Carestream Health UK Limited by Novation Agreement dated 4 and 22 June 2007. Service review has identified a need to carry out extensive technology refresh and software upgrade as a result of ageing hardware, advancement in technology and the growth in the use of medical imaging as well as the need to improve resilience/business continuity. In addition to local storage at each Health Board site and a central archive, the need for a fully synchronised archive at a second location has been identified. The availability of a second synchronised archive is considered essential as it will provide robust back up and will mitigate the clinical risks associated with implementing and testing software upgrades which will be a particular benefit in the context of migrating the data to a new service provider following procurement of a new contract. The work involved requires additional investment in the latest hardware, including storage, and a data migration exercise to copy images to new archives. These activities will be a substantial undertaking requiring significant technical, administrative and clinical resources from across the NHS in Scotland. This work cannot be postponed without introducing significant risk to the delivery of clinical services and will be carried out within the existing contract term due to expire on 31 January 2020. Entering into a contract with a third party to deliver services from 31 January 2020 will involve data migration and implementation work with that third party. Experience has demonstrated that transition to a new solution whilst at the same time preserving access at all times to archived images across all Health Boards is likely to be a lengthy and complex process which cannot be conducted at the same time as the work detailed above planned under the current contract. To do so would introduce duplication of cost, significant inconvenience and a risk to the availability of services and staff essential to the delivery of Health Board clinical functions. Accordingly, it is considered that a three year extension to the current contract is required to allow the planned work to be completed in advance of any transition to a new provider.
