    "description": "The effective use of technology is at the heart of improving procurement capability and the Scottish Government's national eCommerce Shared Service brings together all the steps involved in doing business with the public sector in Scotland. It is a collaborative environment that promotes improved procurement capability, enables business to be conducted more simply, consistently and effectively and it plays a key strategic role in delivering and sustaining procurement benefits and best practices. The Scottish Government has provided a national P2P service since 2002 when PECOS P2P was deployed. Since then the scope of the service has increased to deliver additional capability to underpin, enable and support the full P2P process and make the process of buying and paying for goods, services and works easy and efficient for both public sector bodies and suppliers. The P2P service is one of the most comprehensive eCommerce services in the world and forms part of Scottish Government's wider eCommerce Shared Service. It is fully hosted and managed from the Scottish Government's data centre located in Saughton House, Edinburgh and includes 71,000 registered users and 168,000 registered suppliers. 235,000 orders are processed each month and almost 1 million order lines are generated each month. The P2P service is available to any Scottish public sector or 3rd sector body. User organisations are required to enter into a PECOS Sub-Licence to enable access to the service and the Scottish Government is responsible for managing all engagement, implementations and on-going relationship management with all user organisations. Scottish Government currently operates the P2P service through a licence agreement which provides perpetual rights to Elcom PECOS software. To enable delivery of the P2P support service, the Service Provider will be required to obtain appropriate software licences for the relevant PECOS components. It is envisaged that the contract for this requirement will be awarded in May/June 2018 with a service commencement date of 5 November 2018. The initial contract period will be five years with an option to extend for up to two years. This PIN is issued for information only and does not constitute a call for competition. Views are sought from suppliers interested in providing this service.
