A supported business is defined in the 2015 Regulations and Scottish Procurement's SPPN 4/2017 as an organisation whose main is the social and professional integration of disabled or disadvantaged persons where at least 30% of the employees are disabled or disadvantaged. Ulster Supported Employment Ltd meets these requirements and information garnered from their annual report for the year ending 31st March 2016 confirms this. Legislation is silent on below OJEU threshold procurement but the Scottish Government encourages public bodies to reserve participation in competition for such contracts to supported business.
