The value of this requirement is below both the EU legislation (Public Contracts (Scotland) Regulations 2015 (4,551,413 GBP) and the local legislation Procurement (Scotland) Regulations 2016 (2,000,000 GBP). The rules applicable to this work are the Council's own Contract Rules. In unforeseen circumstances the Rules make the following provision: 2.2 Emergencies 2.2.1 In the event of an emergency or unforeseen circumstance for which there is no pre-existing authority the procurement actions taken in response shall be reported to the appropriate Committee as soon as possible thereafter.
