                "description": "This requirement is exempt from competition due the proprietary nature of the network, this infrastructure was designed and installed by Bombardier, and as SPT has decided to continue to use this provider till the end of life for the TEML 41 system, the procurement route available is to negotiate without competition. This negotiation process comprised of extensive discussions with Hitachi, including process mapping and resulted in a proposal with a level of maintenance that took into account the age of the equipment and aligned with the introduction of new rolling stock. The supplier proposals were fully scrutinised by the SPT Engineering team. SPT entered into contract negotiations with the supplier regarding the option of taking new contracts until the introduction of the new fleet and signalling contract of 2022. By entering these negotiations in early 2018 and realigning the scope to meet the current business requirements it is aimed to establish best value for SPT throughout the contract life.",
