        "reviewDetails": "The Authority shall notify all economic operators of its decision to award the contract by electronic mail as soon as possible after a decision has been made to conclude the contract, and shall allow a period of at least 10 clear calendar days (at least 15 in the event that the communication method used by any relevant party is not electronic), before contract is awarded. An economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2006 (SSI 2006/1) (as amended) may bring proceedings in the Sheriff Court or the Court of Session."
