        "procurementMethodRationale": "SPS implemented an EPOS system in 2014 via a contract with Lapsley Ltd, procured via Open Competition. This Contract provides ongoing support and maintenance for this EPOS system. The EPOS system has been developed over a number of years, to fully integrate with SPS' existing internal prisoner record system (PR2). As these developments have been written and implemented by Lapsley Ltd, any new supplier would not be familiar with the full range of functionality that the software now offers and the complexities of the technical integration with PR2 which is approaching end of life. The proposed contract term aligns with the introduction of a replacement IT system which will see the introduction of a new Electronic Point of Sale (EPOS) service. This system is currently in the development stage.",
