Taking into account the short duration of the proposed contract (31/12/20), it is not considered that suppliers would incur expense in planning applications and the construction of a facility as they would be unable to make a return on investment during the short length of this contract - without significantly increasing their pricing. In addition, any supplier wishing to provide this service would have to apply for planning permission in order to build this facility which is unlikely to happen prior to the end of 30/9/19. No pending planning permission applications in these areas to build a waste transfer facility has been submitted.",
