                "description": "Expressions of interest are invited for the tender for the provision of creative design services to ScotRail. Two case studies demonstrating a brand campaign on the same size and scale should be submitted with your register of interest. To register interest, the Agency must demonstrate they have the necessary resources for a contract of this nature. The contract will commence from 1st January 2020 and will run until 31st December 2020, with an option to extend on a rolling annual basis. In the short term, we are aiming to re-launch in Spring 2020, any supplier that submits interest must be able to deliver against these time scales. The Agency will be required to work collaboratively with ScotRail's marketing team and our media buying agency. If taken through to pitch, the Agency will be asked to show a creative response to the brief issued as part of the tendering process. If appointed the Agency will be tasked with developing the creative brand campaign through qualitative research with key audiences and stakeholders and amend, consolidate and articulate Brand Language, Values, Positioning, Association and Clarity as appropriate to: - passengers - potential passengers - staff - key stakeholders The Agency will be required to review and create brand guidelines / guardrails to be used for consistent tone of voice. They should be easily implemented and ensure consistent brand communication without dilution across ScotRail and all sub brands/identities. The Agency will be required to provide recommendations on implementation and application of the guidelines throughout the process. In addition, the Agency will also be required to provide: - Strategic and insight led campaigns across ScotRail's portfolio of products. - Contribute to monitoring, evaluation, campaign analysis and reporting pre and post campaigns activity. - Contribute to the quarterly Brand Tracker survey to ensure the correct metrics are being measured and learnings are applied to all campaign activity. - Manage all production across campaigns, including TV, Radio, Print and Digital channels. If this cannot be insourced in the Agency, an agreed production budget will be included in each project. The Agency will also be expected to deliver several value-added services to ScotRail including: - Industry learnings and insight. - Dedicated Account Management and Senior Account Management and Senior Creative input. - Ensure that all outputs for ScotRail are of a high and consistent standard complying with the latest advertising rules and standards. - Management of the ScotRail account including all meetings, travel and expenses servicing the account is included in retained fees. - The Agency will be the lead Agency for ScotRail and may be required to work with other agencies.",
