Scottish Fire and Rescue Service (SFRS) elements of Clinical Governance for operations 2.1. Clinical Effectiveness - basing all activity on evidence which demonstrates that the activity being delivered is safe, effective and meets the needs of the individuals receiving the care. 2.2. Education and Training, and Continuing Professional Development (where relevant) - ensuring that the standards are defined to achieve Clinical Effectiveness. 2.3. Clinical Audit - reviewing a percentage sample of activity to measure against key performance indicators to agreed between provider and SFRS contract manager. Also includes review of significant events that lessons learnt to improve the healthcare provision are identified and disseminated within the service. 2.4. Research and development - Where possible, assessing at the healthcare that is delivered to evidence concepts, trial of new clinical activities, and giving opportunities for academic research to underpin development within the field of firefighter-delivered healthcare. This may often involve collaboration with academic healthcare organisations and educational establishments. 2.5. Openness - being transparent and honest with casualties, their families and their representatives about the standard and type of care they receive and delivering a Duty of Candour when things do not go right. 2.6. Risk management - understanding, classifying and mitigating the risks that are associated with the delivery of healthcare, or ensuring that the risks of not delivering healthcare are acknowledged and recorded. 2.7. Information Management - ensuring that any clinical records of care are appropriate, accurate and kept safe in line with best GDPR principles and Medical Records Act. 2.8. Casualty and carer experience and involvement - ensuring feedback which is received from persons who come into contact with the Service such as casualties; any learning is identified and disseminated within the Service.",

    "description": "The Scottish Fire and Rescue Service is conducting pre-market research and will undertake research meetings with the first five interested potential tenderers who are able to demonstrate, following their expression of interest, that they are capable of delivering these requirements to the Service across Scotland. This will be based upon the Service's assessment of their experience in this area: invitations shall be at its sole discretion and its decision shall be final. The questions which potential tenderers will be asked for views on at the presentations are: 1. Please set out your thinking in terms of the latest/leading edge best practice in terms of Clinical Governance Services and how best an organisation such as the Scottish Fire and Rescue Service might implement them. 2. Please advise of any technological or clinical technical innovations you know of which are in development and which may become available for service improvement over the next four years. 3. Please advise of any ways in which innovative service delivery methods could be implemented into Service procedures / training protocols. 4. Please advise of any anticipated changes in legislation or clinical standards which may affect delivery of these services. Candidates will have 30 minutes to present their ideas followed by 15 minutes of questions and answers. Interested parties must set out their relevant areas of experience and expertise in delivering these services prior to being invited to present. It should be noted that participation in these meetings will not form part of the subsequent competition and no organisation which does not take part will be prevented from participating in that competition on such a basis.
