A direct award is permitted under this Regulation where there are genuine reasons for extreme urgency. In this case, the COVID-19 pandemic meets the criteria as (i) the events which led to the need for extreme urgency could not have been foreseen by a diligent contracting authority; (ii) it is not possible to comply with the usual timescales for an OJEU procurement; and (iii) the situation is not attributable to the contracting authority.
