    "description": "Under Regulation Reg 6(1)(c) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a contract without competition based on the following justification: Where it is strictly necessary for reasons of extreme urgency brought about by events unforeseeable and not attributable to the University, such as emergency situations affecting the public e.g. flooding Explanation: The University of Edinburgh is involved in two UK-wide COVID19 projects with GenOMICC & ISARIC where we are looking at human response to viral infection. The project is scaling up to the need to extract DNA from about 20,000 samples within 6 months (from about 5-8k extractions in a normal year). We are using the DNA for Illumina genotyping (Global Screening Array) and are sending an aliquot to Genome England for Whole Genome Sequencing. This is a big and nationally important project. To be able to ensure we can extract at this rate automation is urgently required. The Perkin Elmer Chemagic 360 system is the best fit. This is based on: 1. Needing to extract from 9ml of blood (this limits the number of platforms available) 2. Advice from Genome England (who are doing the WGS) and UK Biocentre who have a validated pipeline for extraction and whole genome sequencing that we will be following. (SC Ref:620557)",
