Recent approval to progress HMP Highland to tender stage generates an urgent and time sensitve requirement for specific technical resources from the supplier (Baker Hicks Ltd) to update a number of specialist reports and elements of the design activity that they previously undertook for this project to support conditions attached to planning consent. These services therefore consist of the repetition of similar services entrusted to the economic operator as part of the original contract i.e. activities to support the design and SPS obtaining full planning consent for HMP Highland. Competition is absent for technical reasons in that the supplier has completed significant work to date and is able to draw on this knowledge and the same technical resources to complete this final stage.",
