    "description": "The COVID-19 outbreak has given rise to an urgent need for procurement of a contractor to provide water hygiene services. The COVID-19 pandemic has resulted in the need for additional duties to be conducted by University staff and as a result University staff are unable to undertake this duty. This service is required as a matter of urgency brought about by events unforeseeable by the University which it has duly substantiated and as such does not give the University of Strathclyde sufficient time to comply with the standard procurement processes. Accordingly, The University of Strathclyde is using the negotiated procedure as permitted under The Procurement (Scotland) Regulations 2016 (regulation 6 c) in respect of this procurement as the time required to undertake the following procedures cannot be for the open procedure, restricted procedure or competitive procedure with negotiation cannot be complied with.
