    "description": "This contract is being awarded through a negotiated procedure without prior publication for the following reason(s). The supplier currently operates the LEAMS reporting system which is used to evidence cleanliness standards in line with Improvement Service Key Performance Indicators. Additionally, the supplier supports Scottish Local Authorities with verification and data reporting requirements and regular training for operatives . No other supplier has the capacity or capability to use the LEAMS reporting system in this way. This unique technical knowledge and experience will allow the supplier to test the new system in parallel to existing requirements using data collated through current LEAMS audits, which will improve the quality of the feedback provided to support integration and development of the new performance indicators in 2021/22 Their existing relationships with Scottish Local Authorities in this specific area makes them best placed to facilitate uptake of training and supporting the transition to the new Litter Monitoring System. Zero Waste Scotland has incorporated a ten (10) calendar day standstill period before entering into the contract at the point information on the award of the contract is communicated to suppliers.
