ZWS began work on the methodology in April 2020, and are due to complete it by 31 January 2021. This will form the basis of the peer review being commissioned through this contract. The methodology under development by ZWS draws from the experience of the LHEES pilot programme and the ZWS capacity building programme (a Scottish Government funded programme that supports local authorities with strategic energy planning, such as LHEES).
