Settings will be commissioned to provide early learning and childcare places for up to 1140 hours to all 3 and 4 year olds, and eligible 2 year olds, on behalf of Scottish Borders Council. Eligibility of children will be determined by the local authority. Parents will be guided to a list of approved providers to enable them to make the choice of placement for their child. Placements will be provided in a nurturing setting and all providers delivering the funded hours will have to meet the National Standard for Early Learning and Childcare providers. The National Standard sets out a clear and consistent set of quality criteria. Only those Providers achieving the required minimum standards and who meet quality criteria will be eligible to be considered. The placements must be: 1. Available for all 3 and 4 year old children, and eligible 2 year old children. 2. A minimum of 1 to maximum of 10 hours per day. This is subject to review according to Scottish Government guidelines. 3. Capable of delivering up to 1140 hours per child. 4. Available a minimum of 38 weeks of the year (normally term time). 5. Free of charge to the parent. 6. Flexible to meet the needs for Children/Parents/Carers/Families. 7. Delivered in line with Children and Young People (Scotland) Act 2014.",
