    "description": "This Contract Award Notice is being published as the aggregated cost of work concluded for this project already and the estimated cost to deliver all subsequent phases of the project will exceed the threshold for regulated tenders. This contract is being awarded through a negotiated procedure without prior publication for the following reason(s): The supplier was previously engaged to complete a diagnostic of Zero Waste Scotland's project delivery mechanism through an unregulated (below threshold) procurement procedure. We wish to continue this work through the development, design and installation of associated business planning and engagement processes. The supplier's knowledge and experience of our project delivery mechanism makes them best placed to deliver the extended requirements and support transition within and across Zero Waste Scotland. Zero Waste Scotland has incorporated a ten (10) calendar day standstill period before entering into the contract at the point information on the award of the contract is communicated to suppliers.
