FDATA, through both their position as a formal collaboration partner and an existing contractor, have insight and knowledge that would take time (and therefore expense) to acquire. Even allowing for additional time and expense, it is questionable as to whether another party would have the breadth of knowledge, subject matter expertise and industry contacts to take on the role that FDATA are being asked to do.
