In line with the PfH Electronic Payment Services framework guidance the mini competition was published though Public Contracts Scotland Tender (PCS-T) on 15 April 2021 with a closing date of 5 May 2021. Tenders were invited on a Price/Quality basis in line with the Framework weightings and was used to determine the most economically advantageous tender: Quality (Technical) 60% Price (Commercial) 40% Prior to the closing date of the 5 May 2021 Capita notified the Council through the PCS-T message facility that they had declined the offer to bid. Therefore, only the bid from AllPay Ltd was received.",
