The appointed consultant is required to prepare all materials and develop online and physical content (as appropriate) to support the consultation and content for the Masterplan (please outline as part of submissions). The Masterplan shall set out the vision and land uses across Mosstodloch, identifying the needs and opportunities in relation the existing land use, economy, infrastructure and amenities, and how the framework seeks to address these. The Masterplan is required to take due cognisance of the emerging NPF4, the Moray Growth Deal and the emerging planning legislation and local development plan. The Masterplan should clearly set out the short-, medium- and long-term investment priorities taking into account Crown Estate Scotland role, tenants and wider land ownership information. The Masterplan should be prepared to align with Crown Estate Scotland objectives, investment and development aspirations, whilst taking due consideration of the consultation and engagement exercise. The proposals outlined in the Masterplan, shall demonstrate a clear understanding of emerging policy and practice, ensuring that it is an innovative and forward-thinking document whilst being both deliverable and viable.
