The 2016 Mental Health Needs Assessment carried out in West Lothian highlighted many recommendations to ensure individuals with poor mental health and diagnosed mental illness can live well within the community. As a result of these recommendations and additional public engagement when producing the commissioning plan, a revised model for supported accommodation was detailed as a key action for the HSCP between 2020 and 2023. The Wheatley Group deliver supported accommodation as part of the overall mental health provision within West Lothian. The existing Mental Health & Substance Misuse Supported Accommodation Block contract between the Health and Social Care Partnership and the Wheatley Group expires on 30th September 2021. The contract was extended by 12 months to allow the service redesign and a tender process to take place. However, with the onset of the COVID-19 pandemic there has been some slippage, particularly in relation to construction of new build accommodation to house clients, who are currently in existing Wheatley accommodation. Therefore, additional time is urgently required to accommodate the slippage and will allow the service to fully realise the service redesign and tender process and ensure continuity of care for service users, minimising any risk that sudden withdrawal from a property may create for those living in mental health supported accommodation. The contract value over the previous year is 756,540 GBP and the value of the proposed award is 715,530 GBP. The aggregated value of 1,472,070 GBP is above the Light Touch Regime threshold (663,540 GBP). Regulation 33 (1)(c) of the Public Contracts (Scotland) Regulations 2015 allows a contracting authority to make a direct award of a public contract following a negotiated procedure without prior publication for reasons of extreme urgency. Whilst the Council's Standing Orders permit the Head of Corporate Services to approve the direct award, they may opt to seek approval from Council Executive. Council Executive is, therefore, requested to approve a direct award for a period of 12 months for Mental Health Supported accommodation provision provided by The Wheatley Group from 1st October 2021 until 30th September 2022, with an estimated total value of 715,530 GBP.
